"The "Pavilion 8" office building – a waterside commercial development with floating restaurant designed for the former wharf area of Lyon, France – has been selected by an expert jury as the winner of the Offices prize this year’s MIPIM Architectural Review Future Project Awards.
The scheme, which is still currently on the drawing board, is located at the junction of the Rhône and Saône and comprises an atrium office building composed of two blocks with a public contemporary art exhibition space on the ground floor and a floating restaurant located beneath four dramatically cantilevered floors of offices.
Designed by Odile Decq Benoit Cornette Architects for Rhône-Saône Développement, the project was praised by the jury for its "bravura cantilevers" and a "kinetic quality" which will create a special relationship between the water and its occupants.
A wide variety of projects impressed the jury in this year’s annual MIPIM Architectural Review Future Projects Awards, including an orphanage for HIV children in Uganda, a sustainable home designed to cost 100,000 euros in Turin, and an experimental design for a timber sport’s stadium. Meanwhile, the Overall Winner, which was also winner in the Residential category, was the Isay Weinfeld Arquitetura designed 360º Building in Brazil, praised for its approach to designing decent homes in tall buildings.
Almost 300 entries were received by the organisers, making this the most popular edition of the awards since it launched seven years ago. A truly international range of projects were submitted from architects all over the world, with finalists hailing from South Korea, Denmark, France, Spain, Saudi Arabia and Italy.
The Architect’s own international awards scheme, which celebrates excellence in design whether for projects on the drawing board which may never be realised, through to projects where construction may have commenced, has created the showpiece design event during the MIPIM conference and exhibition.
The judging panel was chaired by Paul Finch, Editor Emeritus of The Architectural Review; Roger Zogolovitch, Director AZ Urban Studios; Peter Stewart, Peter Stewart Consultancy; and Sutherland Lyall, author and critic.
Category winners for 2009 include:
Residential and Overall Winner
Winner - 360º Building, São Paulo, Brazil by Isay Weinfeld Arquitetura for Stan Desenvolvimento Imobiliário, Idea Zarvos, PDG Realty, Lindencorp, Anfab. This tall building apartment complex was selected by the Jury as both the residential and overall category winner of this year’s competition because of the useful lessons it provides for designing decent homes in tall buildings. The designs include an innovative pinwheel arrangement that affords each apartment on every floor with generous, real open yards rather than balconies.
Big Urban Projects
Winner - Magok Waterfront, Seoul, South Korea by Kim Kwan Joong / Samoo Architects and Engineers for SH Corporation and Seoul Metropolitan Government. This is a one million hectare site adjoining the Han River and experiments with different aqua management procedures to create a natural, sustainable eco system. The jury said: "compared with much recent development in Seoul, this water based intervention provides variety and welcome relief….the designers have recognised a new green lung for the city."
Mixed use
Winner - Holbæk Harbour Masterplan and sports and leisure complex, Holbæk, Denmark by Schmidt Hammer Lassen Architects for DGI Denmark & Holbæk Municipality This 40,000 sq m masterplan includes residential developments, retail, small scale office and the regeneration of a former shipyard into a new cultural quarter. The jury said "What might have been a prosaic response….has been turned into an occasion for a celebration of architecture, form and seamless combination of uses. Here is urban design and a sense of place."
Regeneration and master planning
Winner - Reconnecting and Regenerating Valladolid city centre, Spain, by Rogers Stirk Harbour + Partners Vilady Asociados for Valladolid Alta Velocidad, S.A. Of this city masterplan, the jury admired the focus focus brought to bear on a generic urban problem – the splitting of a town by natural and man-made barriers. The masterplan provides layers of connection and amenities which transform the city and its environs.
Retail and leisure
Winner - A Timber Stadium, by de Rijke Marsh Morgan Architects. This research design utilises CAD geometry and timber CNC cutting processes to produce a stadium structure with minimum material and waste. The judges praised the imagination shown in this low energy prototype for an all-timber stadium structure with an ETFE roof.
Tall buildings
Winner – Sail Tower: Kempinski Hotel and serviced residences, Jeddah, Saudi Arabia, by Perkins + Will for Al-lssa Real Estate Development Company. This project is a 240m high, 60-storey tower has 242 luxury hotel rooms and 104 serviced apartments and condominiums and a GSM of 62,791m2. The judges felt that this project was architecturally complete in the fullest sense…a convincing case that tall building design has continuing levels of sophistication latent in its future development.
Offices

A separate Sustanability category is also included, awarded by the judges to projects entered into any of the main categories. This year two projects have been jointly selected for the sustainability prize, and both are designed by the same practice, Mario Cucinella Architects. They include the 100,000 Euro House, a research project exploring the design of a 100m2 home which is low cost, high quality with zero CO2 emissions and a low environmental impact; and Arpa Offices, Ferrara, Italy, a 5000m2 building complex of offices and research laboratories designed for the maximum level of sustainability, for National Regional Agency for the Environment.
Two projects have also been selected for Special Mentions by the jury, including the Mukwano Home in Rakai, Republic of Uganda, has been designed by Koji Tsutsui Architect and Associates and will provide a school and home for orphans with HIV. The judges were impressed by the social usefulness of the scheme.
Meanwhile, the Mersey Observatory by Duggan Morris Architects which comprises an observation tower designed as a series of superimposed rotating ellipses was commended by the judging panel for its "wonderful jeu d’espri"t which wittily links Manhattan to the Mersey via the Cunard line.
Paul Finch comments, "It has been another fantastic year for entries in our awards, and some wonderful winning and commended projects hailing from a truly international selection of entrants. Our overall winner, the ‘360° Building’ in São Paolo, Brazil, shows how architects can create truly decent homes for people with plenty of outdoor space for each apartment even in a tall building.
The MIPIM Architectural Review Future Project Awards was established eight years ago to raise the bar for good quality design in the built environment, and unusually the competition was open to projects either on the drawing board or under construction. The Awards are open to Developers, funders, architects, contractors and others who can demonstrate their involvement in the submission.
The Awards will be presented during a special celebratory dinner held in Cannes on 11 March 2009 during the MIPIM market, an event that has become one of the hot ticket evenings of MIPIM week. There will also be a permanent exhibition of all entrants on display, and all winning and commended schemes will be published in the official catalogue which is distributed to all registered MIPIM delegates.
The MIPIM Architectural Review Future Project Awards are organised in participation with Emap Construct, and are supported by Chapman Taylor, Gardiner & Theobold and Protek. MIPIM takes place 10-13 March 2009 at the Palais des Festivals, Cannes.
